The Legacy of the Ottoman Empire
Like many other empires in human history, the Ottoman Empire seems to come from nowhere. Often the rise of a new empire is a result of the power left from an old empire. The Turks, or the future Ottomans, became the Ottomans not only because of their military strength and order, but also because of their experience with older empires. The Ottoman military power was strong enough to dominate from North-Western Iran into all of the Arab lands. The Empire was much more than an empire that expanded throughout Middle East and Europe.
The Ottomans are one of the greatest and most powerful civilizations of the modern period. Their glory in the sixteenth century represents one of the heights of human creativity, optimism, and artistry. The empire they built was the largest and most influential of the Muslim empires of the modern period, and their culture and military expansion crossed over into Europe.

All the subjects of my empire, without discrimination, shall be received into the civil and military schools of the government, if they otherwise satisfy the conditions as to age and examination which are specified in the organic regulations of the said schools. Moreover, every community is authorized to establish public schools of science, art, and industry. Only the method of instructions and the choice of professors in schools of this class shall be under the control of a mixed council of public instruction, the members of which shall be named by my sovereign command. . ."
